Theme Not an Addon?

Was trying to import one of Fletch's themes for another site and received this error: "This file is not an addon for the website software" Not sure what that means. I don't know how to access it that theme in the Adminzone, but it DID uploaded to the "imports/mods/" folder. I tried it both with a downloaded file, and also via the ocP third-party addon utility. Tried another theme (Blue-Grey), and it came back with a bunch of image listings that were 'probably' OK - so I believe the system is working. Any thoughts?
