Question on Making a Custom Welcome Page

Hi all.  I have a quick question that I've been searching through here for the answer but can't seem to find.  What would be the best way for me to start creating my own custom welcome screen with no theme and essentially blank with a few large easy to read buttons that would lead the users into the rest of my site which uses the ocportal theme.  Would I edit down themes and just delete everything or change the index.php page to suit my own needs in the home directory.  I tried the second and must have done it wrong because I cant seem to not login automatically as an admin when I set up a href leading to the site zone.

Depending on server configuration, index.html/index.htm may take precedence over index.php. So that may help.
