How do I turn off "fixed-width" in a theme?

Chris Graham, in his explanation of why ocPortal defaults to fixed-width in themes (http://ocportal.com/docs/tut_fixed_width.htm) makes this opening statement: "Fixed width is available as a theme option in ocPortal, and is on by default."
My question is: how do I turn off that option?
What I'm trying to get at is experimenting with a fully responsive website, not just for mobile, but for desktops with varying widths.

The Fixed-width option is located at Admin Zone->Setup->Configuration->Theme Options.
