Is dreamweaver a viable option to work with the CSS and templates or do you recommend the style functions in the admin section. I'm a little lost in the admin section atm.

First Welcome Sledge to the community….
I advise to use the build in options to work with CSS, for templates yes Dreamweaver is a good choice…

Sledge,

On a slightly different note: I use Dreamweaver for just about all of my web editing needs but found out that it is not a good idea to edit any of the PHP files in ocPortal with Dreamweaver. Tends to cause strange errors in other parts of the site.

are the errors caused by white spaces at the end of the file? I've noticed that dreamweaver tends to add them to files on occasion for some unkown reason.

Yes thats mostlye the issue. I use only the build in features to edit the files.  Or use a good text editor like " Editpad lite" (free) for php files.
