Moving forward with Composr

Hi, a question (maybe a stupid one, but I can't find a solution)

Going to …>Admin Zone>Style>Languages> … "Translate/re-phrase the software" I want to produce the translation as Addon (as asked for by someone on the forum).
I thought I need to go to the translation part to achieve that.

As I did not find that option I thought it was maybe because the program seems not to recognize the uploaded (to lang_custom) NL files.
So I tryed to translate, but then I got a problem: If I select "English" I got in the Old/New section both in the gray and the white squares English while I should see Dutch in the white square. If I select "Dutch" I got in both squares Dutch lines.
As I don't like to translate all newly I thought I ask a question about that in here: How on earth do I got in the gray square English and in the translated square dutch?
My thoughts about it are that the files /NL… should be placed somewhere else, but there are several options, that differ from if dutch become the basic language or if it become a multi language site.
Can someone spread some light on this in a way that I can learn from it?

You can create a language addon from Admin Zone>Structure>Addons. There's a create link in there.

Content translation screens will be improved in the next release, I made some improvements yesterday after testing for a client.
