Spin off of that topic I did not want it getting to far off topic.
Any way yes it is complex.
I remember when free software and freeware where the same thing but have now become 2 different things.

Free software
From Wikipedia, the free encyclopedia
This article is about "free software" as defined by the sociopolitical free software movement; for information on software distributed without charge, see freeware. For other uses, see free software (disambiguation).

Free software, as defined by the Free Software Foundation, is software which can be used, copied, studied, modified and redistributed with little or no restriction. Freedom from such restrictions is central to the concept, with the opposite of free software being proprietary software (a distinction unrelated to whether a fee is charged). The usual way for software to be distributed as free software is for the software to be licensed to the recipient with a free software license (or be in the public domain), and the source code of the software to be made available (for a compiled language).

By contrast, "Freeware" is software made available free of charge, but is generally proprietary, as users do not necessarily have the freedom to use, copy, study, modify or redistribute it. Source code for freeware may or may not be published, and permission to distribute modified versions may or may not be granted, so freeware is gratis, but not necessarily libre software. Free software is entirely compatible with commercial software: a prohibition on selling the software would be a restriction failing the free software definition.
There is also open source which some people consider to be what the above says free software is. How ever it means the below.

Open source
From Wikipedia, the free encyclopedia
Open source describes practices in production and development that promote access to the end product's source materials--typically, their source code. Some consider it as a philosophy, and others consider it as a pragmatic methodology. Before open source became widely adopted, developers and producers used a variety of phrases to describe the concept; the term open source gained popularity with the rise of the Internet and its enabling of diverse production models, communication paths, and interactive communities.[1] Subsequently, open source software became the most prominent face of open source practices.

The open source model can allow for the concurrent use of different agendas and approaches in production, in contrast with more centralized models of development such as those typically used in commercial software companies.[2] "Open source" as applied to culture defines a culture in which fixations are made generally available. Participants in such a culture are able to modify those products and redistribute them back into the community.

I run and am hopping to make themes and other things for ocportal even though I no longer use it for I still love it and feel it could go far with the right help. It needs themes and needs people to advertise for it.
