I'm not a technical expert but have been maintaining http://www.warsashassociation.net (now on ocPortal v9) for six years using ocProducts' expertise whenever necessary.
When I send out Newsletters to our members I want to provide subject links so readers can jump to the appropriate place lower down. It's obvious and easy to insert a URL link (to another page) but there also is an option to 'Link to Anchor in text'. I've looked for an obvious icon to do this such as in other products but cannot see how to insert the Anchor in ocPortal or find reference in the documentation.
Can anyone tell me how to do this?

Beware, beware the Bight of Benin.

Anchor text is the text used to describe a link when turning it into a hyperlink using HTML or XHTML coding.

I know the original topic is almost a year old, but since it was brought up again and it didn't get an answer originally…

This should work for newsletters, but I haven't tested it to verify. Also, web based email clients tend to mangle and mess around with the HTML of emails when viewing emails in the preview pane and might render the anchors useless. You would divide your newsletter into sections and use the [title] comcode tag to give each section a title. Then, somewhere at the top of the newsletter, use the [contents] comcode tag to display a table of contents that will contain automatically generated anchor links to each of the [title]'s.
