Admin Zone » Setup » Configuration »Site options » (look for 'Closed site' and then 'open' it by unchecking the box)

Don't apologise for it. I am always impressed that anybody whose first language is not English, can still manage to communicate IN English. My wife speaks, reads and writes 5 languages fluently (and has a working knowledge of two or three others), and I am always envious of her ability to switch languages mentally and communicate with just about anybody. I don't envy many people many things, but I truly envy linguists their ability.

All that said, I hope my suggestions are helpful to you.

Take my advice. I'm not using it!

To add to what Fletch said and answer your last Question you can look under "Setup->Configuration->Member And Forum Options" for the section titled "Usernames, passwords, and member accounts" and the first item listed there is: "Require member validation" check mark that option to make it so staff have to approve membership before they are allowed to post anything.
