Or must changes to the username be made by the admin, via phpmyadmin or csv upload?

Yes, there is an option to change your username when you edit your profile.

Thanks, Brian– I'm not seeing exactly where I can change it, though.

I'm looking at "Member Profile" and "Personal Zone".

Can you direct me?

It's a permissions setting…

Admin Zone > Security > Global specific-permissions > Members, usergroups and forums

Look for change own username option.
