Please make sure the empty no_mem_cache file has not been deleted.

ocPortal comes with an empty file named no_mem_cache, in it's installation directory. If it's not there, it's probably been deleted, but you can recreate it just by uploading a new empty text file with the same name.

Ok I made the file and put it in my root OCP directory.  Which may not be where it's supposed to go but I'm fuzzy on it.

The key thing is that at present I still get the same error and the no_mem_cache.txt file is recognized as foreign.

I check the permissions and it came back wrong.  I fixed them and it seems to be working now though the no_mem_cache file is still listed as foreign

I'm sorry about this – you're quite right, that file is listed as foreign, and it should not be. This will be fixed in the next patch release.
