need help setting up permissions I think.

Basiclly I want my site to be open and avalible to entise people but I don't want them to be able to post participate etc unless they register/join  How can I do this?

Is this a good Idea?  or should I just close off everything but the welcome site to guests?
or should I leave everything open?

I have a wilderness survival site thats goal is to exchange survival skills.
