Consistently receiving error when attempting to edit any zone

In a newly installed ocPortal site, I am consistently receiving an error message whenever I attempt to edit any zone in the default installation (9.0.20).

Here is the error message:

1548: Uncaught TypeError: Cannot set property 'onblur' of null

Here is the place in the code where the error occurs:

var zone=document.getElementById('zone');
zone.onblur=function() {
var title=document.getElementById('title');
if (title.value=='') title.value=zone.value.substr(0,1).toUpperCase()+zone.value.substring(1,zone.value.length).replace(/\_/g,' ');

Please advise.
