That's not possible out-of-the-box, but you probably could do it. If you edit the comcode_text.php
file you'll find some code at the top that lists the privileged Comcode tags (e.g. 'block'). If you put 'url' into that list (it's an array actually) that will probably stop members using it.
Remember to save your new file version into sources_custom
so you know you changed it.
