Questions about multiple calendars

I am setting up a web site for a state in the United States.  I want to have a calendar for each county (member).  Each county will be a separate member with a login.  There are 120 counties in the first state that I am working on.

1) What is the simplest way to do this?
2) Should I possibly be looking at integrating a stand-alone PHP calendaring system?

Can you describe a little more about how you want the access and viewing to work? I'm assuming you want county accounts only able to edit their own calendar and the general public to be able to browse the calendar on a per county basis? I'd have to double check on my test site when I have time, but I think this might require some custom coding to extend the functionality of the ocPortal calendar to generate a page that lists the county names and to display the calendar with only the events from one county account at a time when selected from that list of county names.

Thanks for the reply Jason.  I did look at the tutorial and it was not very helpful for my case.  I began using Google which for each account has a calendar, mailbox and shared drive storage.  I do not want to store everything in the same calendar and then filter.  Looks like I will need to look for another solution to my problem.
