inconsistent behavior

I was testing the Post Template feature. I created a Post Template and assigned it to a Forum. I later assigned the "Bug report" template to the same forum. I went to the forum, selected "Add topic", gave a title and description. Then I selected the template, and went to add to the body. Something activated and I had to wait, and then that's all it would do is wait. Another attempt yielded no beavior in the wait department, but still no Post Template showed up. I attempted this several times with my own templates and the "Bug report" that came with the install. If I selected the body of the message first and then the template I sometimes got the waiting and other times not. The results were inconsistent except for the Post Template not coming up.
