Switching Themes

Well-settled

unsure of behavior

After creating several themes with permissions for user access, I attempted to switch themes via Edit Profile. The themes show up in the dropdown list, but the skin doesn't change for the users. This happens with Newbies and Administrators. I'm not sure if it's a bug or if I'm just using it incorrectly.
