I just checked the CPF screen and according to the "# per page" drop down list there should be 46 entries on 3 pages. 14 show on the first page. Click on page 2 only gives 4 entries and clicking on page 3 gives no results. If I try changing the # per page it always stays the same, 14 and 4.
Also, I'm unable to change the ordering of the fields and there are two #11.
Looking at the db there are 46 fields. I have no idea what is going on.

It can often be the case that an admin can add a new CPF that is set to required, but obviously no one has it set yet. So as soon as the profile is edited, that then needs to be entered for any save operation to complete.
It may not be the case, but please check over other tabs in case it is.
That said, I see I still have access. So I'll go test that now.
Regarding your CPF editing, the hotfix I am about to post will cover this one. I am assuming there is some bug in the code relating to re-ordering failing when CPFs are not shown. That seems very likely. If reordering is still broken let me know.

I think I found the culprit. Its a data type "multiple values chosen from a list". That CPF was working before the 8.1.1 upgrade. Now it won't keep any changes and the values are missing from the profile pages.

Could not reproduce problem editing your admin profile's avatar?
I just tried and was able to change it from an URL loaded one to a default avatar. Then I tried changing back to me original URL loaded one but received that message again. I then tried to upload one but received the same message.
