I just upgraded to 8.1 from 8.0.1 and that error is back. I looked in "BLOCK_MAIN_CONTACT_US.tpl" and there is no reference to "TRACK_RESOURCE". I'm getting this only on CEDI pages.
Also when clicking on the "Track this" button on a CEDI page I'm getting "The requested page (tracking) is missing." error. Could this be related?
